This major activity of FDR/Lok Satta includes several programmes such as
Peoples Watch
This is one of the core activities of Lok Satta to fight
against corruption and abuse of authority, enforce accountability and ensure better
services. The grassroots units of Lok Satta at the local community level decide which
public services matter to them at a point of time, and launch collective action to improve
their quality. Collective and informed assertion is the basis of People's Watch movement.
A whole range of issues can be taken up by citizens. A People's Charter, printed in Telugu
and English is available all over the State gives all the relevant information on most
commonly needed public services. They include the following:
Certificates:
Residence, Birth & Death; Income, Caste, Legal
heir etc.
Property-related Issues:
Pattadar pass book, demarcation of land boundaries,
correction of survey errors, verification before land or apartment purchase, encumbrance
certificate, registration of sale deed, Patta transfer and
mutation.
Public distribution System:
Ration Cards, monitoring ration shops,black marketing
Voting :
Voting rights, inclusion and deletion of names in
electoral rolls, voter identity cards.
Municipal and Civic issues:
Water and Sewerage connection,electricity, telephones,
house building permission, property tax
assessment.
Civil Rights:
Complaints to the police , arrest without warrant, police
custody.
Farmers' issues:
Agricultural inputs, seeds, fertilizers,and pesticides.
Health issues:
Primary health care.
Stake-holders' rights:
Ward committees, Water user's associations, agricultural
markets, school education
Miscellaneous:
Marriage registration, passports, driving license,
citizens' role in accidents, petroleum products,weights and
measures etc.
People are encouraged to apply this knowledge and assert
collectively for proper delivery of public services using the highly credible, state-wide
platform of Lok Satta.. It is a self-renewing movement as people have choice of deciding
on issues that matter at any point of time. There local initiative and pressure are
inadequate, the issue is focussed at the district or State level. For instance Lok Satta
movement has launched a campaign against short-measurement petrol and diesel and their
adulteration. The government departments were compelled to respond to this public pressure
and awareness campaigns and set right the meters of over 1500 petrol stations all over the
State. Over 10,000 volunteers have so far been given orientation to launch people's watch
initiatives. It is a growing movement with high visibility, strong public support and
tremendous credibility
