- Periodic review of Seventh Schedule defining powers of Union and States
- Review of Seventh Schedule to divide jurisdiction of subjects to prevent overlap - eliminate concurrent list
Special powers to the Union:
- A class of federal offences to be listed with mechanism to punish
- Union powers to enforce common market
- Powers to protect educational and employment rights of all citizens anywhere in India
- Powers to decide on utilization of inter - State natural resourcesvv
Fiscal devolution:
- All fiscal devolution to be non-discretionary through Finance Commission
All India Services:
- States to have full control and responsibility
Political autonomy:
- Governors to be elected for fixed terms
- Article 356 to be repealed or revised to prevent abuse
Legislative jurisdiction:
- Remove Governor's power (Art.200) of reserving a Bill for President's assent. Fix time limit of 60 days for assent.
