              Did you know that only 2.7% of India's population is employed 
                in organised sector on a secure monthly wage? That makes it 27 
                million workers. Of them 19 million - over 70% - are engaged by 
                government and public sector! This is an extraordinary proportion. 
              On top of it, government evokes fear and respect bordering on 
              veneration-thanks to the legacy of British Raj. And nearly 40 years 
              of socialist mindset and doles culture meant that the public servant 
              is seen as the benefactor, and the citizen has become a mendicant. 
              As a result, the roles of master and servant are reversed. The 
              citizen has become the slave, and the employer has become the 'maibap'
